Since its establishment in 1989, MABIMS has evolved from a mere informal consultative forum into a strategic platform facilitating the harmonization of regional Islamic policies amidst the dynamics of globalization and geopolitical challenges. This research report aims to comprehensively identify, analyze, and evaluate the strategic role of MABIMS in responding to the contemporary problems of Muslims in Southeast Asia. This research is structured adhering to strict academic guidelines, focusing the analysis on three main pillars: the unification of the Hijri calendar, the standardization of the halal industry ecosystem, and the mainstreaming of religious moderation (Islam Wasathiyah). This study uses a qualitative literature-based research method (library research) with a normative-juridical and historical approach. Data were collected through critical reading of official MABIMS resolution documents, Islamic journals, and public policy literature from member countries. The identification results indicate that MABIMS plays a central role in: (a) ratifying the New Criteria for hilal visibility (minimum altitude of 3 and elongation of 6.4) to reduce disparities in Islamic holiday celebrations and unify the regional Islamic astronomy (Ilmu Falak) paradigm; (b) harmonizing cross-border halal certification standards to strengthen the ASEAN region's position as the epicenter of the global sharia economy; and (c) strengthening soft power diplomacy through integrated Hajj management and the promotion of Islam Wasathiyah as an antithesis to transnational extremism and puritanism. The main conclusion of this study emphasizes that although MABIMS resolutions are conceptually and normatively very ideal, their implementation at the grassroots level still collides with sociological obstacles, methodological pluralism, local traditional heritage, and the political sovereignty of each country. This comprehensive research aims to dissect and profoundly reconstruct the evolution of the political dynamics of Islamic governance. The study traces the historical timeline from the formative phase of the prophetic era, shifting towards the monarchical forms of major dynasties, traversing the power acculturation of the Malay-Nusantara Sultanates, until finally crystallizing into a structural transformation towards the modern nation-state. The analytical approach is focused on the epicenter of the Nusantara region, where the convergence of orthodox Islamic doctrines and local wisdom engendered a distinct variant of governance, prioritizing the principles of social harmony and cultural accommodation. The findings indicate that the relationship between religion and the state has never operated within a static vacuum; conversely, these entities continually undergo a historical dialectical process profoundly influenced by the determinants of social structure, political-economic rationality, and disruptions stemming from colonial intervention. In the contemporary era, the political articulation of Islam demonstrates a high degree of resilience, manifested through the emergence of Civil Islam in Indonesia and the polarization of ethno-religious identity-based political structures in Malaysia, representing two divergent pathways in state governance. Employing a descriptive-analytical qualitative method with a historical-sociological approach, this research relies on library research analyzing academic literature and historical records. The findings indicate that the spread of Islam in this region occurred peacefully through trade and Sufi cultural approaches, subsequently giving rise to a distinct typology of cultural integration within Malay and Javanese societies. This acculturation manifests physically in the architectural aesthetics of ancient mosques with odd-numbered tiered roofs, and socially through the preservation of indigenous traditions. Various traditions—such as the Buang-buang ritual to ward off misfortune, the oral art of Dzikir Nazam, and the Saprahan banquet tradition—have retained their functions, yet their core essence has been sublimated with the values of Tawhid (monotheism) and egalitarian equality. Through the adept application of ushul al-fiqh (Islamic jurisprudence) approaches based on 'urf (local customs) and maslahah (public interest), Nusantara scholars were able to harmoniously weave sharia doctrines with customary traditions. This study aims to identify the sociocultural changes occurring in Makepung, the causes of these changes, and the impacts resulting from them. This study employs a qualitative method with an ethnographic approach. Data were collected through participant observation, unstructured in-depth interviews, and document analysis. The findings reveal that the Makepung tradition has undergone significant socio-cultural changes across six aspects: the form of implementation (from spontaneous to structured), social function (from farmers’ entertainment to regional identity and tourism promotion), meaning and values (from simplicity and gratitude to competition and prestige), participants (from a homogeneous agrarian group to a heterogeneous multi-stakeholder group), venue (from rice fields to an official circuit), and accessories (from simple to luxurious). These changes did not occur overnight but resulted from several factors, ranging from modernization and government intervention to a gradual evolution that went largely unnoticed. These changes have had a general impact, such that the public now views Makepung as a cohesive and uniform cultural entity. Harmony is inherently a social good, or at least, a desire of many. Indonesia, with a population of about 280 million, is indeed diverse. The six officially recognized religions certainly do not fully represent this diversity. It is well known that many religions and beliefs contribute to the diversity of the Indonesian people. In addition to religion, which is an important element in the identity of its citizens, cultural diversity is also equally important and diverse. This situation requires a common awareness of the importance of maintaining harmony. This study aims to offer new ideas in dealing with this diversity. Using a library research approach, this study presents various perspectives from several figures concerned with the issue of dialogue as the basis for this study to offer new ideas. The results of this study show the need for an open attitude to recognize and be recognized by others, both one's religion and culture, both to and by others. To establish a good dialogue, there must be a willingness to skip and return, as a method of dialogue. Transcending is the courage of every religious believer to abandon their own beliefs, then transcend the beliefs of others, and return to their own beliefs with a new perspective, thus transforming the understanding of the motherland into a wonderland. Using a qualitative method with a descriptive approach, data were collected through in-depth interviews with Dayak and Javanese traditional leaders, village government officials, health workers, and the local community. The results indicate that the success of the KB program in this region is driven by the fulfillment of four functional prerequisites in the AGIL scheme (Adaptation, Goal Attainment, Integration, and Latency). Traditional leaders play a central role in the integration function by aligning government policies with traditional values, ensuring that the KB program is accepted as part of moral responsibility and orderly living rather than structural coercion. The purpose of this policy paper is to recommend a Waste Management Policy Strategy for the City of Singkawang. The methods and analytical tools employed in this study include Fishbone Analysis, USG Analysis (Urgency, Seriousness, Growth), the Problem Tree Method, and policy analysis theory as proposed by William N. Dunn. This policy paper identifies several key issues, namely inadequate waste management infrastructure, the absence of effective Standard Operating Procedures (SOPs) for waste management within the Singkawang City Environmental Agency, and low levels of public awareness and participation in waste management practices. The proposed policy alternative is the development of effective Waste Management SOPs for the Singkawang City Environmental Agency. This study aims to analyze the regulation of sharia digital payment systems in sharia economic law, identify regulatory gaps, and formulate the integration of sharia principles into technical mechanisms. The method used is normative juridical with a descriptive qualitative approach through literature review, analyzing laws and regulations, DSN-MUI fatwas, and related literature. The results show that legal frameworks such as the Sharia Banking Law, PBI, and DSN-MUI Fatwas already exist, but specific regulations are limited. The main regulatory gaps include the absence of contract provisions in automated transactions (algorithms and smart contracts), real-time sharia supervision, and sanction procedures for violations of sharia principles. Sharia principles (justice, transparency, prohibition of riba, gharar, maysir) can be integrated through sharia compliance, DSN-MUI certification, Sharia Supervisory Board, and contracts such as wadiah, qardh, ujrah, murabahah, hawalah, sharf. Although Law No. 26 of 2000 on Human Rights Courts and Presidential Regulation No. 17 of 2022 on the Non-Judicial Resolution of Past Serious Human Rights Violations are available as instruments of state legal protection, their implementation is considered far from adequate because it depends on the absent political will of the executive branch. This gap forms the backdrop for this study on the role of the Commission for the Missing and Victims of Violence (KontraS) as a human rights advocacy group in influencing central government policy regarding the handling of gross human rights violations in Indonesia. Using a qualitative single-case study approach with document analysis techniques, this research examines secondary data from 2019 to 2025, employing a theoretical framework that integrates advocacy group theory and role theory. The findings indicate that KontraS performs five mutually reinforcing roles: documenter of human rights violations, victim advocate, policy advocate, international liaison, and public watchdog. The role of independent documenter and international opinion-shaper has proven most effective in creating reputational pressure on the government, as reflected in KontraS’s involvement in the UN Universal Periodic Review mechanism and the FIDH network. Direct policy advocacy is hampered by the executive branch’s lack of political will and the absence of independent judicial mechanisms. Kartini and its implications for the development of contemporary Islamic education. Although Kartini’s ideas have been widely recognized as a foundation for women’s empowerment and educational reform in Indonesia, their relevance to contemporary Islamic educational philosophy has received limited scholarly attention. This study investigates the philosophical foundations of Kartini’s emancipatory thought, its compatibility with Islamic educational principles, and its contribution to gender-responsive Islamic education. A qualitative library research approach was employed. Primary data were obtained from Kartini’s Habis Gelap Terbitlah Terang (Out of Darkness Comes Light), while secondary sources included scholarly works on Kartini, Islamic education, gender studies, and contemporary educational theory. Data were analyzed using qualitative content analysis and a critical hermeneutic approach. The findings demonstrate that Kartini viewed women’s emancipation as a holistic process that extends beyond equal educational access to include character formation, intellectual autonomy, human dignity, and social responsibility. These values align closely with the fundamental principles of Islamic education, including justice, equality, and the obligation to pursue knowledge without gender discrimination. This article aims to analyze the impact of the closure of the Strait of Hormuz on geoeconomics and geopolitical security. This study employs a qualitative research method based on a literature review approach. The research examines how the closure of the Strait of Hormuz affects both geoeconomic stability and geopolitical security. The findings indicate that disputes in the Strait of Hormuz are driven by differing interpretations of international maritime law under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), particularly regarding the Transit Passage and Innocent Passage regimes, as well as Iran’s domestic legislation, namely the Marine Areas Act of 1993.From a geoeconomic perspective, the closure of the Strait of Hormuz could generate instability in global energy markets, leading to inflation, reduced purchasing power, and increased fiscal burdens on governments seeking to maintain domestic economic stability. Both oil- and natural gas-exporting and importing countries would be affected, resulting in disruptions across various sectors and dimensions of national development. From a geopolitical perspective, the closure of the Strait of Hormuz has the potential to escalate tensions among Middle Eastern countries and major global powers with strategic interests in the security of international energy routes. Such conditions may lead to an increased military presence, intensified competition for political influence, and a greater risk of broader regional or international conflict. This phenomenon emerged as a response to limited business capital and the high cost of renting business premises in urban areas, where MSME actors choose to use their private homes as production sites while relying on delivery applications and social media as marketing and distribution channels, without serving direct walk-in customers. This study employed a qualitative method with a phenomenological approach. Data were collected through in-depth interviews, observation, and documentation involving 8 (eight) home-based MSME informants in Makassar City with varying ages and business types (culinary, fashion, and handicrafts), selected using purposive sampling. This study aims to evaluate the Sustainable Voter Education Program conducted through Instagram by the Singkawang City General Election Commission (KPU) using the CIPP (Context, Input, Process, Product) evaluation model. The research employed a qualitative evaluative approach with data collected through interviews, observations, and documentation studies. Research informants consisted of the Chairperson of the Singkawang City KPU, Instagram administrators, content production staff, first-time voters, university students, Instagram followers, and representatives of youth communities. The findings indicate that, in the context dimension, the program was implemented in response to the community’s need for post-election information related to elections and democracy. In the input dimension, the program was supported by human resources, supporting facilities, planning mechanisms, and educational materials that referred to KPU regulations. In the process dimension, program implementation was carried out through structured stages of planning, content production, verification, and publication. In the product dimension, Instagram was able to reach a broad audience and received positive responses from users. Informants perceived the published content as relevant, easy to understand, and effective in enhancing public understanding of democracy and electoral issues. Legal issues arise because this practice refers to internal directives and instructions that have not yet been recognized as valid legislation. Using a normative approach, an analysis was conducted on regulations and principles of administrative law to examine the legality of this policy. Presidential Regulation Number 103 of 2018 concerning Performance Allowances for Employees within the Indonesian National Police and Regulation of the Head of the Indonesian National Police Number 7 of 2020 concerning Procedures for Providing Performance Allowances for Employees within the Indonesian National Police both do not contain explicit provisions regarding the termination of performance allowances due to demotion. Policies based on internal directives also lack general legal binding force. Potential violations of the principles of legality, legal certainty, and proportionality arise from this situation. Within the Shāfi‘ī school, kafālah is classified as a <em>tabarru‘</em> (gratuitous) contract, which strictly prohibits the imposition of a fee (<em>ujrah</em>), as asserted by classical scholars such as Al-Māwardī, An-Nawawī, and Ar-Rāfi‘ī. Conversely, the DSN-MUI permits the collection of <em>ujrah</em> in kafālah contracts by employing a contemporary ijtihad approach, utilizing methods such as<em> i‘ādatu an-naẓar</em>. This library research relies on secondary sources, primarily classical texts of the Shāfi‘ī school. The findings reveal a fundamental divergence in legal approaches: the Shāfi‘ī school maintains a rigid adherence to the <em>tabarru‘</em> principle, whereas the DSN-MUI fatwa seeks to provide practical solutions aligned with the dynamics of the modern Islamic financial industry.
